Stormwater Management Qualitative Control Waiver
The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for a redevelopment waiver. If granted, the project will still need to provide water qualitative controls, per the requirements of the State’s Design Manual.

Project Description: | The project has an approximate area of 1.77 acres and is located 400 North Ave The North Ventilation Facility (NVF) site is located in the Jones Falls Area neighborhood of North Baltimore and is part of Amtrak’s B&P Tunnel Replacement Program which intends to upgrade a four-mile section of the Northeast Corridor between Baltimore and Washington, D.C. The NVF work will be constructed in three phases. Phase 2 (BCNR #11334) involves the clearing and grubbing of trees and vegetation, removal of previously abandoned utilities, and mass grading of the NVF site. Phase 2 work will also include construction of a retaining wall and construction of the NVF substructure. The Applicant is requesting a redevelopment waiver in accordance with Article 7, §23-7 of the City Code. The existing impervious area coverage meets the conditions for this waiver. The project will provide impervious area reduction to satisfy the requirements of this waiver for 0.18 ac of this project. The Applicant has demonstrated that on-site water quality control is not practicable. The Applicant will satisfy the remaining water quality controls for this project by payment of fee-in-lieu of on-site stormwater management for 0.19 ac of this project.
