Application for Redevelopment Waiver
The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for a redevelopment waiver. If granted, the project will still need to provide water qualitative controls, per the requirements of the State’s Design Manual.

Project Description: |
The project has an approximate area of 6.41 acres and is located southeast and southwest at the intersection of Somerset and Jefferson Streets, and ESD #7927A for 520/525 Somerset Street and for the right-of-way and infrastructure improvements shown on Developer’s Agreements #1727 and #1728. The Blake at Somerset project will consist of two (2) surface parking lots and an eight (8) story building containing residential units, retail space, a grocer and parking levels.. The Applicant is requesting a redevelopment waiver in accordance with Article 7, §23-7 of the City Code. The existing impervious area coverage meets the conditions for this waiver. The project will provide micro-bioretention facilities and expansion of the underground SWM facility constructed under ESD #7927A with the Blake at Somerset project and 5 perimeter sand filters (PSF-1, PSF-3 through PSF-6) to satisfy the requirements of this waiver for 0.88 this project. The Applicant has demonstrated that on-site water quality control is not practicable. The Applicant will satisfy the water quality controls for this project by payment of fee-in-lieu of on-site stormwater management for 1.21 ac of this project. The applicant has already paid fee-in-lieu of on-site stormwater management for 1.12 ac of this project under ESD #7927A and therefore, the applicant will satisfy the water quality controls for this project by payment of fee-in-lieu of on-site stormwater management for remaining 0.09 ac of this project.
