Application for Qualitative Control Waiver, Quantitative Control Waiver and Recharge Variance
The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for qualitative control, quantitative control waiver and recharge variance.

Project Description: | The project has an approximate area of 1.76 acres and is located citywide at the intersection of Armistead Way & Pulaski Highway & Mapleton Avenue; Auchentoroly Terrace & Liberty Heights Avenue & McCulloh Street; W. Baltimore Street and Gilmore Street, E. Biddle Street and N. Washington Street; Boston Street & Gusryan Street; S. Broadway & Gough Street; Caton Avenue & James Street; N. Central Avenue & E. Preston Street; W. Coldspring Lane & Keswick Road; Druid Hill Avenue & Gold Street; Edison Highway & Federal Street; Edmonson Avenue & N. Franklintown Road; Edmonson Avenue & Monroe Street; Hollins Ferry Road & Washington Boulevard; N. Howard Street & W. 29th Street; E. Lexington Street & St. Paul Street; N. Linwood Avenue & Orleans Street; O’Donnell Street & Gusryan Street; Pratt Street & Payson Street; N. Washington Street & N. Gay Street & E. Oliver Street. The project will consist of focusing on 20 intersections throughout the City to include installation of ADA pedestrian ramps for public safety and mobility as required to comply with federal law, and trenching/patching for utility work for the traffic signal equipment. The Applicant is requesting a qualitative control waiver in accordance with Article 7, Division II, §23-2 of the City Code. The Applicant has demonstrated that the 1.71 acres of the project will return the disturbed area to a predevelopment runoff condition. The applicant will not be required to provide qualitative control controls for 1.71 acres of this project. The Applicant has demonstrated that on-site water quality control is not practicable. The Applicant will satisfy the water quality controls for this project by payment of fee-in-lieu of on-site stormwater management for 0.03 acres of this project. The Applicant has demonstrated that on-site water quantity control for 0.03 ac of this project is not practicable. The Applicant will satisfy the water quantity controls for this project by payment of fee-in-lieu of on-site stormwater management for 0.03 ac of this project. The Applicant is requesting a variance in accordance with Article 7, Division II, §23-4 of the City Code for this project’s recharge provisions. The recharge volume cannot be provided since ESD and structural BMP are not practicable for this project.
