Application for Qualitative Control Waiver
The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for a qualitative control and quantitative control waivers.
Applicant: Habitat For Humanity of the Chesapeake, Inc., 3741 Commerce Dr, Ste #306, Baltimore, MD 21227

Project Description: The project has an approximate area of 0.75 acres and is located southwest at the intersection of Church Street and Rosabel Avenue. The project will consist of Nine Fee Simple Affordable Housing Townhouses with associated parking.
The Applicant is requesting a qualitative control waiver in accordance with Article 7, Division II, §23-2 of the City Code. The Applicant has demonstrated that the 0.26 ac of the project will return the disturbed area to a predevelopment runoff condition by providing a Microbioretention SWM Qualitative Treatment Facility.
AND
The Applicant has demonstrated that on-site water quality control is not practicable for a 0.5 ac portion of this project. The Applicant will satisfy the water quality controls for this portion of the project by payment of fee-in-lieu of on-site stormwater management for 0.05 ac of this project.
