Phased Development Stormwater Waiver

The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for a Phased Development Stormwater Waiver. If granted, the waiver would allow construction of this project to be governed by the rules and requirements that were in place prior to Baltimore City Council’s adoption of Ordinance 10-277. The applicant must provide stormwater management for the proposed project whether or not the waiver is granted.

Applicants: Housing Authority of Baltimore, 417 East Fayette Street, Suite 1339, Baltimore, MD 21202 and Orchard Ridge Development, LLC, 1318 East Fort Avenue, Baltimore, MD 21230.

Project Description: The Housing Authority of Baltimore and Orchard Ridge Development, LLC are proposing to construct approximately 89 townhouse units a parking lot, roads, alleys, utilities, storm drainage systems, roadway improvements, sidewalk improvements, bike routes, and on-site pedestrian lighting and other site improvements. The site is located at 4312 Clareway, Baltimore MD 21213-2704 and is bounded by Sinclair Lane to the north and Saint Clair Court to the south. The project site area is approximately 27 acres.

The Applicant is requesting a Phase Development Stormwater Waiver in accordance with Article 7 Section 23-5 of the City Code. The project falls under and conforms to an existing stormwater management master plan, previously approved by this Division already in place for the project. The project is managing stormwater quantity run-off and quality through stormwater management pond built in 2008.
