YH2O Pre-Apprenticeship Program

The Baltimore City Department of Public Works (DPW), in partnership with the Mayor’s Office of Employment Development (MOED) and the Chesapeake Water Environment Association (Chesapeake WEA), relaunched the YH₂O Pre-Apprenticeship Program to prepare young adults for sustainable, high-demand careers in the water industry.

Since its inception in 2015, YH₂O formerly known as the YH2O+ Career Training Program has become a national model for workforce development and innovation. The program connects Baltimore City young adults to career pathways in public works, infrastructure, and environmental sustainability, helping build a strong pipeline of future water industry professionals.

Through a blend of classroom instruction, hands-on training, and professional mentorship, participants develop the technical, workplace, and leadership skills needed to succeed in entry-level roles or apprenticeship opportunities at DPW and across the broader utility and public works sectors.

Eligibility Requirements

Applicants must:

  • Be a Baltimore City resident, ages 18–24
  • Hold a high school diploma or GED
  • Have an interest in water and wastewater, engineering, marine operations, communications, and customer service – no experience required

Program Structure

Cohorts: Two annually (January–June and July–December)
Schedule: Three days per week, three hours per day
Location: DPW facilities and partner sites
Transportation: Monthly bus passes provided

Participant Benefits

  • Compensation: $3,460 total, paid in bi-weekly installments over six months
  • Summer Employment: 5 days/week, 5 hours/day at $15/hour through YouthWorks
  • Educational Scholarship/Allowance: Awarded after successful completion of the program
  • Certifications: Opportunities to earn industry-recognized credentials (e.g., OSHA-10, CPR/First Aid, CDL Learner’s Permit Prep)
  • Career Coaching: Mentorship from DPW and industry professionals
  • Career Exploration: Eligibility for full-time, entry-level positions and apprenticeship placements (based on performance and placement availability)
