DPW Announces Selection of Solid Waste Bureau Head Craig B. Jeter to Lead the Bureau of Solid Waste

Today, Interim Baltimore City Department of Public Works (DPW) Director Richard J. Luna announced the selection of Craig B. Jeter to lead the Bureau of Solid Waste. On July 10, 2023, Mr. Jeter will start his new role, and will serve as Acting Bureau Head until confirmed by the City Council.

Mr. Jeter has extensive experience in local government and the solid waste industry. He has spent the last 10 years working for Fairfax County Government. Most recently, he served as Business Operations Manager for the Fairfax Government Wastewater Treatment Plant.

He began working in the solid waste industry at the age of 14 with his family’s trash business in Boston. Throughout his career, Mr. Jeter has worked for Fortune 500 Waste Management Companies, including Waste Management Inc. and Republic Services.

“After a rigorous nationwide search, we are excited to welcome Mr. Jeter to the City of Baltimore. I am confident that his proven track record as an experienced manager in local government and in the solid waste industry will provide a clear course of action for the Bureau of Solid Waste,” said Interim Director Luna.

Among Mr. Jeter’s key priorities will be to prepare the Bureau to implement weekly recycling in the first quarter of calendar year 2024, pending the arrival of additional recycling crews and new trucks. In addition, Mr. Jeter will be responsible for executing the Baltimore City 10-Year Solid Waste Management Plan (SWMP). The SWMP is a regulatory requirement submitted to the Maryland Department of Environment (MDE) to map operational needs, constraints and improvements for waste management within the City for the next 10 years. 

Interim Director Luna thanks Yvonne Moore-Jackson for her leadership, serving as Acting Bureau Head since 2021, and for her continued service to DPW and the City of Baltimore. Ms. Moore-Jackson will serve as Deputy Bureau Head, starting July 10.

“We thank Ms. Moore-Jackson for her leadership and contributions to the Bureau of Solid Waste. She has been, and continues to be, one of DPW’s important achievers, and has served the Department in various leadership capacities, delivering continuous improvements for the agency,” said Interim Director Luna.

Mr. Jeter begins his position as Acting Bureau Head of Solid Waste on Monday, July 10. “It is truly a pleasure to be able to serve the City of Baltimore during this next phase of my career, continuing the pathway to establish DPW as a best-in-class agency,” Mr. Jeter said.

DPW Announces Passing of Solid Waste Worker

The Baltimore City Department of Public Works (DPW) is heartbroken to announce the loss of a dedicated member of our Bureau of Solid Waste, Timothy Cartwell, a solid waste worker assigned to the Reedbird Sanitation Yard. His passing is a profound loss for our agency, and we extend our deepest condolences to his family, loved ones, and colleagues.
