DPW Director Announces New Deputy Director
Richard J. Luna to Fill the Position

Today, Baltimore City Department of Public Works (DPW) Director Jason W. Mitchell announced the selection of Richard J. Luna as DPW’s new Deputy Director. As Deputy Director, Mr. Luna will manage DPW’s administrative operations. He starts his new role on July 18, 2022.

Mr. Luna began his municipal government career in 2013 and brings nearly a decade of municipal management expertise and knowledge, having served as a contractor for the District of Columbia government, assisting and advising the Office of the Assistant City Administrator for Internal Services. In addition, he served as Deputy City Administrator for the City of Oakland, Calif. There, he managed the administrative functions of the City Administrator’s Office and supported two community-led commissions. He also worked as a Management Analyst for the City of South Gate, Calif. 

“I am confident that Mr. Luna’s administrative expertise and knowledge will help continue DPW’s path toward becoming a best in class Public Works agency,” said DPW Director Mitchell.

A San Antonio, Texas, native, Mr. Luna began his career in journalism. As a journalist, he covered the Texas State Legislature. He holds a Master of Science in Public Administration (MPA) from California State University, Los Angeles (Cal State LA) and a Bachelor of Journalism from the University of Texas at Austin. He also volunteers on Cal State LA’s MPA  Advisory Board. 

As DPW Deputy Director, Mr. Luna succeeds Matthew W. Garbark. Mayor Brandon M. Scott has named Mr. Garbark as the first-ever Baltimore City Infrastructure Czar, effective July 18, 2022.

DPW Offices and Sanitation Yards Closed for Independence Day

Baltimore City Department of Public Works (DPW) Director Khalil Zaied reminds residents that Friday, July 4, 2025, is Independence Day, a City holiday. As a result, all DPW offices and sanitation yards will be CLOSED in observance of the holiday. There will be no trash or recycling collections on Friday, July 4. Collections will resume on the makeup day, Saturday, July 5, 2025. Additionally, there will be no street sweeping due to the holiday closure.

The Baltimore City Department of Public Works (DPW) today announced the release of its 2024 Water Quality Report, providing residents in Baltimore City and Baltimore County with important information about the quality of their drinking water.
